We have found that "Remove Unused Items" does not actually clear all the removed media from a file; if an ISD accidentally uploads a HUGE media file, it is sometimes stuck in that project file forever (including in the published dr folder, which is how we are able to track down the problem). Without a Library panel, there is no way to 1) remove these unused files which are weighing down the project, and no way to 2) reuse the same image in a later slide without uploading a duplicate.
