Having the ability to move highlight boxes and text boxes with keyboard arrows allows for more precise placement.

This is critical Adobe, please add the ability to nudge highlight boxes and instruction boxes in the vertical and horizontal directions using arrow keys. One pixel increments for just arrow keys, 10 pixel increments for shift + arrow keys.
