make local assets the default
Best solution: Make a local path the default for what is displayed in the assets panel. Put online assets in its own tab or make it so you click on button to show them.
Medium solution: Images imported by the user should remain visible in the assets panel before the online assets.
Bad solution: Images in creative cloud library should sync with the assets panel
