That feature existed in previous versions. Now you can only access all assets from the popup when inserting an item which can use an asset and click on Assets. As already asked since Assets panel were introduced: allow to add personal assets. I often use Adobe stock for all Adobe applications but since we still have no access to the CC Libraries...sighing
