allow free movement of blocks
The interface using a fixed block-based layout is awful. Jumping through hoops just to design a slide with a video where I want it and a text box next to it.

Agree. This quasi-responsive monster that they created with 13+ is just a travesty. You have 0 control over how anything looks. Want to add an image? Do you like any of the 6 design options Captivate has? No? Too bad, can't do anything outside of the very limited boxes they give you.
Want to add an image anywhere you want on slide? Nah.
Want to move or resize something? Nah, we can't let you do that.
Objectively, Captivate just kept getting worse over the years and this might be the last nail in the coffin. They lost the plot. You're better off using anything else. It takes them decades to add a feature with like 1% of functionality that was asked (looking at you PPT import - cant import single slides into existing projects and can't modify anything once imported - worthless feature)
