Bug: Layer blur area under instructions
I have instructions and a blur area in my simulation, and if I move them to the same place the blur area covers the instructions. What would be the point of having instructions if I wanted them blurred? I can't think of a case where one wouldn't want the instructions to be on top of the blur area.

After much trial and error, a teammate was able to find a solution by dragging layers in the Timeline. While this is documented in the manual ("Timeline panel in Adobe Captivate"), I'm surprised you weren't aware of it.

Hi Shivang! My use case is exactly requiring the blur area for confidential information, and needing to add instructions on top of it.

If the blur area is not required for a particular step, it can be unchecked or disabled. In cases where both are used together, the blur area is intended to mask the underlying screen content, which is why it appears above other elements.
